Minutes of the Meeting of Barley Parish Council

held at the Town House on Monday 5 March at 8pm

The minutes were read and approved.

 

3.

Matters Arising

·        The Clerk reported that she had heard nothing further on the War Memorial from Paul Kerridge of WNS Assistance and felt that as J W White supplied his estimate in May 2006, he might now want to revise this before he undertakes any repairs.  The Clerk will contact Paul Kerridge again, pointing this out.

Barley Charities

·        Access is still needed to the records held in the locked filing cabinets at the Town House so that the Clerk can prepare the information and returns required by the Charities Commission.  Councillor Martin will speak to Securitystuff about this when they visit next week. 

·        The Clerk reported that she had received a letter from the Charity Commission following the letter sent to them by Richard Newham regarding the status of the Plaistow i.e. whether this was transferred to the Town House or given a number of its own.  This confirms that the Plaistow is registered as a subsidiary of Barley Town House Charity.  It is not clear whether a copy of the letter has been sent to Richard Newham and so the Clerk will forward a copy to him.

·        The council needs to clarify whether the land needs to be/is registered with the land registry as belonging to Barley Town House.

Planning Applications

There were no planning applications.

 

6.

Town House

·        The bookings for March are £373.

·        There has still been no response to the advertisement in The Diary for a Lettings Officer and Chairman for the Town House.  The only applicant for the position of Lettings Officer has now withdrawn.

·        Councillor Martin has now bought an outside cigarette bin.

·        Securitystuff have an appointment with Councillor Martin next week to quote for a “break glass” fire alarm system.

·        A smoke bomb was let off on the outside stairs of the Town House on Saturday 3 March.  This has highlighted the need for an alarm system.  It was also felt that lights should be left on on these stairs for functions and that, preferably, these should be linked into the main lights, rather than be on a separate switch, as at present.

·        Councillor Martin will ask Councillor Smith to fit the new smoke alarms.

·        The Clerk reported that a quote had been received for the insurance of the Town House for the current year.  The value included for the Town House building is £517,894.  Councillor Carlisle suggested that this might be on the low side and it was agreed that a current valuation should be obtained.  In the meantime, the Clerk will write to AON asking that the policy be amended to reflect a value of £650,000.

Health & Safety

·        The Clerk will arrange the ROSPA visit to the play area for May as this is the time that Hertfordshire visits are carried out.  Extra costs will be incurred if the visit is at any other time.  She will let Councillor Turner know when this had been booked so that he can also arrange to attend.

·        There is now a new gate on the Clubroom

·        Councillor Martin will display the Health & Safety policy on the new notice board inside the Town House

8.

Recreation Ground

·        The bark for the play area arrived on 15 February but the driver refused to deliver this as he said that the site was unsuitable for his lorry in the current soft conditions.  The delivery will therefore be re-scheduled for May, when it is hoped that conditions will have improved.

·        The Tennis Club committee will meet tomorrow (6 March) to approve the cost of the paving around the tennis courts.  An Auction of Promises was held at the Town House, which raised £7,500 plus money from tickets and drinks, of which 1/3 will go to the Tennis Club.

·        Councillor Elliott has spoken to Sophia Wrangham regarding the condition of the fence along the boundary between the play area and The Manor and it was agreed that the Clerk would follow this up in writing.

9.

Land on Picknage Road

There has been no further progress.  Roy Rowe is retiring and so Phil Chapman will be asked to prepare the engineering plans needed for the access to the allotments.

*The Clerk reported that there was insufficient income in the account to cover this payment.  Funds need to be moved from the other Town House accounts and Councillor Martin will confirm those deposits that can now be transferred because the events have taken place.  However, the Clerk pointed out that she might not yet have authority to make these transfers and will need to contact Barclays Bank to confirm the position.

Other Business

Salt Bin

The recent snowfall has highlighted the need for a salt bin on the corner by Richmond’s Garage.

Hertfordshire Highways

The Clerk is still trying to arrange for Cliff Barnaby from Herts. Highways to walk round Barley village with Parish Council representatives to point out specific problem areas.

Councillor Martin said that she had noticed that there was a pool of water on the road near the Cambridgeshire/Hertfordshire border that became quite deep in bad weather.

Councillor Carlisle said that he had seen a leaflet suggesting that local councils might have powers to deal with some road matters and that it might be worth exploring this in cases where Herts. Highways did not appear to be taking action.

The (horse) road sign on Shaftenhoe End Road needs some attention.  Councillor Elliott suggested that the person to help might be Chris Barrett (Tel. 07785 290252).

Councillor Carlisle is to meet on site with Lambert Smith Hampton regarding the dilapidations.

Clerk’s Employment Contract

The Clerk has received a copy of the revised standard contract for Parish Clerks.  She will adapt this as necessary for consideration at the next meeting.

Hertfordshire Police – Local area group

Councillor Turner will contact PC Marina regarding his involvement with the new group.
