Minutes of the Meeting of Barley Parish Council

  held at the Town House on Monday 4 February 2008 at 8pm

1.

Apologies

Apologies were received from Councillor Turner.

2.

Minutes of last Meeting

The minutes were accepted as true and accurate.  (Proposed Councillor Smith; seconded Councillor Elliott.)

3.

Matters Arising

·     War Memorial

The Clerk reported that a refuse wagon had again (that morning) reversed into the area surrounding the War Memorial.  Councillor Turner had provided photographs of the damage and she was waiting for a return phone call from the appropriate person at the NHDC contractors to notify them of the latest damage.

·     Planning consent and s.106 agreement for Greenbury Close

Councillor Carlisle asked the Clerk to provide a copy of the planning permission as granted by North Hertfordshire District Council before he writes to NHDC and/or Howard Cottages regarding the arrangements for occupation of the Greenbury Close properties going forward.

·        Letters regarding gates onto the Plaistow

The Clerk is to provide Councillor Carlisle with two letters for distribution and send a letter to Barley School.

·        The Club Room

Councillor Carlisle has received a cheque for £46,929.50 from Hertfordshire County Council in settlement of the claim for dilapidations.  The Clerk said that she would bank this in the existing Parish Council deposit account but would then look for an account with a better rate of interest.   As initial steps to market the property, Councillor Carlisle has organised lettings signs for outside the Club Room and the Clerk will arrange for an advertisement to be placed in The Diary

There is still more ivy to be removed from the Club Room and the old oil tank and rubbish around the property will need to be cleared.  The problem of water in the Club Room basement should also be addressed. It was felt that a 5-foot close-boarded fence should be erected on the boundary with the school.

·     Lock-Up

The Clerk will complete the form of consent for work to be undertaken on an Ancient Monument. 

    Councillor Smith said that he also had forms to apply for a small grant from NHDC, which he passed to the Clerk at the meeting.

·        Police Visit

PC Paul Marina and PCSO Brabrook advised the Parish Council that crime in the area that they cover had reduced, with 123 crimes reported last year, compared to 163 in the year before.  There was generally a very low level of crime in Barley itself although the Scout Hut had been broken into recently and one garden shed.  PCSO Brabrook has had padlock protectors made and there are some available.  These are given predominately to those who have already suffered a break-in.

PC Marina asked the Councillors what they felt were the main issues in the village and whether the balance of policing was right.  The Council were pleased to note that the Police appear to have hooliganism under control, but were still concerned about the level of speeding through the village.  More speed checks would be appreciated although these seemed to have little effect when the police presence is visible. (It was noticeable that the speed checks produced results which were probably not representative of actual speeds through the village.)  PC Marina explained that for Health and Safety reasons, they were obliged to wear highly visible clothing when carrying out speed checks.  Traffic calming measures, such as chicanes, were subject to cost constraints that took account of the level of accidents.  Comments were also made concerning parking in the village, which restricted visibility in certain places.  PCSO Brabrook will follow this up with Councillor Elliott and the Clerk.

On the whole, the Parish Council felt that the balance of policing was probably about right.  Councillor Carlisle said that he thought that it would be a good idea for PC Marina to attend the Annual Parish Meeting in May to give villagers the opportunity to raise their concerns with him.   The Clerk will let him know the date when this is decided. PCSO Brabrook said that there was to be an open Neighbourhood Watch/Police meeting in the Town House on Tuesday 12 February 2008 where residents would be invited to discuss crime in the area.

Local Development Framework

Councillor Carlisle briefly outlined the draft Local Development Framework Plan as it relates to Barley that has been prepared by NHDC and which is now out for consultation. It would appear that essentially this proposes no radical change in development policy for the village although one additional area of undeveloped farm land along Picknage Road has been suggested as potentially suitable for residential development. Cllr Carlisle noted that this site had previously been put forward at the time of the last Local Plan review but had been rejected. The only other development related matter was a suggestion that, within the existing village envelope, should the existing Richmond coach business at the top of the High St ever be relocated and the site vacated then a redevelopment for residential purposes may be appropriate. Neither of these sites is currently known to be available. Otherwise existing development policies seemed to be maintained.

Cllr Carlisle advised that all members of the parish council should consider the proposals carefully as they set out the way the village will move forward during the life of the Plan and it is important that the Parish Council respond in a properly considered way. Cllr Carlisle reminded the meeting that this is not yet an agreed document and is very much open to discussion and challenge and changes can be suggested and put forward as part of the consultation process not only by relevant authorities, such as the parish council, but also by members of the public and any other affected authorities.

The papers and CD provided by NHDC would be circulated round all the Councillors to enable discussion at the next Council meeting on 3 March 2008.  A notice would also be displayed on each of the village notice boards and in Barley Stores, inviting residents to attend the meeting on 3rd March and make their views known, before the Parish Council make any representations to NHDC.

5.

Planning Applications

Dovehouse Shott, Smiths End Lane   07/02939/1HH

Two storey side and rear extensions incorporating raised roof line.  Insertion of dormer windows.

There were no objections to this application.

Land opposite Farriers, Church End, Barley   08/00016/1

Erection of two bedroom dwelling with detached garage.

This was a second application with minor amendments to the original (discussed at the Parish Council meeting on 30 July 2007 and later withdrawn).  The Clerk was asked to repeat the comments made following that meeting, namely that the Parish Council had no objection to the scale of the proposed development but had asked the Clerk to write to NHDC advising that in arriving at this decision, it wished the District Council to take into account that not all of the conditions of the original development of the site that includes Farriers and the land opposite appeared to have been met, in particular, the sight lines onto Church End.  As intensification of the use of this site would make the issue of access and egress more critical, they would want assurances that all the original conditions were, in fact, fulfilled or that they will be if this further development is to take place.

6.

Town House

Councillor Turner was not present to give an update on the problems with the sound system but the Council felt that he should be asked to contact the original installers in the first instance to see if they are able to solve the problems.  The Clerk will try to find their details from her records.

7.

Recreation Ground

There was no progress to report this month.

Councillor Elliott has looked at removing the logs in the Play Area but has found that they have been set in concrete.  He will consider whether they can be sawn off.

8.

Health & Safety

·     A meeting with Drew & Barltrop has been arranged for 20 February 2008 at 10am.

·     The gates on the playing field still need attention

·     Dog bins are still required.

·     Children’s Play Area:

Dog signs need to be put up.

An additional waste bin is required.

Repairs are needed to the fencing.

·     Lone working agreements need to be followed up to ensure that they are operating correctly.

·     Cllr Carlisle reminded the meeting that the Parish Council H & S Policy needed to be reviewed at least once a year and the meeting with Drew & Barltrop would be an appropriate time to do so. This review should include the Town House and Recreation Ground policies and practices.

The planning application has been made and acknowledged (21 January 2008).

14.

Other Business

·     Highways:

The repairs to Bogmoor Road have now been completed but the drains have not been cleared.  The hedges also now need trimming back.

Drains in Church End and the High Street also need clearing.

Potholes on Shaftenhoe End  Road (opposite Keffords) need repairing

The Clerk will contact Hertfordshire Highways regarding the above matters.

·     The Leylandii trees at Hillside Farm need trimming back as they are causing erosion of the bank and affecting sight lines.  The Clerk was asked to write to the owner of the property.

·     Malcolm George has provided quotes for 2008 for Parish work (£1,500 being 200 hours at £7.50 per hour) and maintenance of the children’s play area (£600 being 80 hours at £7.50 per hour).  He has increased his hourly rate for the first time in three years.  Councillor Smith proposed acceptance of the quotes and Councillor Martin seconded.  The quotes were then accepted unanimously.  The Clerk will write to Malcolm George to advise him that the Council would like him to undertake the work on this basis.

 

The meeting closed at 9:45 pm

 

The next meeting will be held at 8pm on Monday 3 March 2008 in the Town House.  This meeting will be in two stages, starting with an open discussion for residents regarding the Land Development Framework, followed by a usual Parish Council meeting agenda if there is time.  This will be rescheduled as necessary if the agenda cannot be completed.
